ROBERT METZGER
Mr. Metzger has more than twenty years experience representing aviation and aerospace firms in complex transactions, commercial matters, and in civil litigation and regulatory controversies. His practice encompasses corporate and commercial matters, such as joint ventures, mergers and acquisitions, corporate finance, and negotiation of high-value commercial and government contracts. Since 2001, Mr. Metzger has advised SAI and its Chairman and CEO, J. Michael Paulson, in SAI’s project to design and develop the Quiet Supersonic Transport (“QSST”). Mr. Metzger’s responsibilities include advice on legal affairs, intellectual property, transactional matters and counseling on regulatory subjects. He has worked closely with SAI’s design resource, the “Skunk Works” unit of Lockheed Martin, in actions to protect SAI’s intellectual property rights in QSST design innovations. Prior to this assignment, Mr. Metzger was responsible for several engagements for leading aerospace and defense companies. Examples include his role assisting Hughes Aircraft Company in creating the Standard Missile Company, LLC jointly owned by Hughes and Raytheon Company, and his role in drafting a multi-program advanced radar development agreement for a leading defense contractor. Mr. Metzger received a Bachelor of Arts degree from Middlebury College and a Juris Doctor degree from Georgetown University Law Center, where he was an Editor of The Georgetown Law Journal. A Research Fellow at the Center for Science and International Affairs of Harvard University's Kennedy School of Government from 1977-1978, Mr. Metzger has published articles in International Security (Cambridge, MA) and the Journal of Strategic Studies (London), among other publications. He has spoken at aerospace industry, information technology and telecommunications forums, including those sponsored by the AIA, NSIA, FEI, NASCIO, AICPA, NCMA and ABA. He has published articles in a wide variety of legal publications on diverse subjects, often involving the relationship between emerging technologies and established law and regulation. He is a member of the International Institute for Strategic Studies (IISS), London and the Pacific Council on International Policy and is a member of the Dean’s Alumni Leadership Council at the JFK School of Government, Harvard University. |
